Yes, they are all survivors. Beth and Hershel may be gone, but she still has a lot of people she cares about: Glenn, Rick, Daryl, Michonne and all the others... They had all been through so much together, she just can't give up and let them down.
Just as Michonne says the word rain, she feels a raindrop on her forehead. She looks up at the sky and sees how drops are starting to fall. "It seems. We need to find shelter!"
